Gällande digitala examensbevis

Tidigare har studenter som avlagt en examen vid Uppsala universitet kunnat begära ut ett examensbevis från Ladok som intygar examen. Dessa har skrivits ut och signerats av handläggaren på uppdrag av rektor, och sedan skickats med post till den student eller alumn som begärt ut sitt examensbevis. Detta dokument har varit en originalhandling som endast kan utfärdas en gång, det vill säga om det tappats bort har det inte gått att få ett nytt. Skulle personen tappa bort sitt examensbevis skulle det däremot gå att begära ut en kopia av examensbeviset från lärosätet, denna skulle dock ej betraktas som en original-kopia.

Ladok-konsortiet har nu utvecklat en gemensam process för digitala examensbevis vilket kommer kunna användas av samtliga lärosäten istället för de olika lokala lösningar för utfärdandet av examensbevis som tidigare funnits. Universitetsdirektören vid Uppsala universitet fattade den 4 december 2023 beslut om att införa denna digitala lösning vid Uppsala universitet från och med den 1 januari 2024. Närvarande vid beslutet var bland annat Uppsala teknolog- och naturvetarkårs (UTN) ordförande. UTN tillsammans med de övriga kårerna vid lärosätet har även under hösten haft flera möjligheter att lämna inspel till förslaget att införa digitala examensbevis och har vid dessa tillfällen inte lämnat några synpunkter som skulle tala emot införandet.

UTN har ställt sig positivt till många av de fördelar som de digitala examensbevisen medför. Tidigare har handläggningstiden för examensbeviset varit lång vilket kommer kortas ned genom införandet av digitala examensbevis. Då examensbevisen skickats med posten har det förekommit att dessa försvunnit under vägen, i synnerhet för många internationella studenter i det fall breven skickats till länder långt borta. Det nya digitala examensbeviset betraktas som en originalhandling, som dessutom går att begära ut om och om igen. Studenten behöver alltså inte hålla reda på en bunt papper som examensbeviset utgör resten av livet likt tidigare. Rättssäkerheten ökar även då de digitala examensbevisen enkelt kan verifieras genom Ladok för exempelvis arbetsgivare, risken för falska examensbevis minskar.

En aspekt som inte går att frångå är det symboliska värdet i ett fysiskt papper som intygar att studenten avlagt en examen inom ett visst område: Ett fint tjockt papper med universitetets sigill, studentens namn och vilken examen denna erhållit. Detta har UTN i diskussioner med universitetet under hösten lyft som viktigt. En av anledningarna till att UTN stöttat beslutet om övergång till det digitala examensbeviset är att man bedömt att detta symboliska värde av ett fysiskt papper inte kommer inskränkas i den mån att de överväger de fördelar som ett fysiskt examensbevis medför. Här är det även viktigt att skilja på begreppen examensbevis och diplom. Samtliga studenter vid Teknat-fakulteten erbjuds efter avlagd examen att delta i en examensceremoni i universitetshuset. Under denna ceremoni mottar examinanden ett diplom för avlagd examen med namn på studenten, vilken examen den avlagt, universitetets sigill och signatur. Detta kommer inte att påverkas utan kommer fortsätta som vanligt. Examensbeviset å andra sidan är flera sidor med en förstasida som anger i stort sett samma saker som diplomet följt av flera sidor på de kurser och dess betyg som ingår i examen. Originalhandlingen av detta dokument kommer nu inte att skickas hem fysiskt med posten utan det kommer kunna laddas ned digitalt. I det fall personen fortfarande skulle önska en fysisk kopia av examensbeviset finns fortfarande möjligheten att begära ut ett sådant. Den fysiska kopian kommer istället för handläggaren signatur att innehålla e-stämpel samt en fysisk vidimeringstämpel och utfärdarens signatur för att intyga att dokumentet är riktigt.

Previously, students who completed a degree at Uppsala University could request a degree certificates from Ladok certifying their degree. These certificates were printed and signed by the administrator on behalf of the rector, and then sent by mail to the student or alum who requested their certificate. This document has been an original document that can only be issued once, meaning if it was lost, it couldn't be replaced. However, if the person lost their certificates, it was possible to request a copy from the institution, although this copy would not be considered an original.

The Ladok Consortium has now developed a common process for digital degree certificates, which will be usable by most institutions instead of the various local solutions for degree certificates issuance that existed previously. The University Director at Uppsala University decided on December 4, 2023, to introduce this digital solution at Uppsala University from January 1, 2024. Present at the decision was, among others, the president of the Uppsala Union of Engineering and Science Students (UTN). UTN, along with other student associations at the institution, had several opportunities during the fall to provide input on the proposal to introduce digital degree certificates and did not express any objections to the introduction.

UTN has been positive about many of the advantages that digital degree certificates bring. Previously, the processing time for degree certificates has been long, which will be shortened with the introduction of digital degree certificates. Since degree certificates have been sent by mail, they have sometimes gone missing, especially for many international students when letters are sent to distant countries. The new digital degree certificates is considered an original document that can be requested multiple times. Therefore, students do not need to keep track of a bundle of papers representing their degree certificates for the rest of their lives, as before. Legal certainty also increases because digital degree certificates can easily be verified through Ladok, for example, by employers, reducing the risk of false degree certificates.

One aspect that cannot be disregarded is the symbolic value of a physical document certifying that the student has completed a degree in a particular field: a nice thick paper with the university seal, the student's name, and the degree obtained. UTN has emphasized the importance of this in discussions with the university during the fall. One of the reasons UTN has supported the decision to transition to digital degree certificates is that they believe the symbolic value of a physical document will not be diminished to the extent that it outweighs the advantages of a physical degree certificates. It is also important to distinguish between the concepts of diploma and certificate. All students at the Faculty of Science and Technology (Teknat) are offered the opportunity to participate in a graduation ceremony at the university. During this ceremony, the graduate receives a diploma for their degree with the student's name, the degree obtained, the university seal, and a signature on a nice thick paper. This will not be affected and will continue as usual. On the other hand, the degree certificates consists of several pages with a cover page that essentially states the same things as the diploma followed by several pages listing the courses and grades included in the degree. The original document of this degree certificates will now not be physically sent by mail but can be downloaded digitally. In the event the individual still wishes for a physical copy of the diploma, there is still the option to request one. Instead of the administrator's signature, the physical copy will contain an e-stamp and a physical authentication stamp and the issuer's signature to certify that the document is authentic.
